I am a third generation Wyomingite working in production agricultural in Fremont County. I attended Shoshoni schools and graduated from Shoshoni High School in 1977. I went on to study agriculture at Casper College and earned a BS in Agriculture Business at the University of Wyoming in 1981. I value my education and appreciate that UW is a Land Grant University. I have served on numerous boards and committees in Fremont County.

My grandparents came to Wyoming from Scotland and my father, John Philp, was born in Shoshoni in 1921. My mother, Ann (Good) Philp, came from Scotland in 1947. Both of my parents were veterans of WWII. On their honeymoon they bought cattle to add to the sheep herd north of Lysite on Bridger Creek. My father served as a Fremont County Commissioner from 1976 to 1989 providing a rural voice for all people in the county. As a founding member of the Fremont County Fire Protection District, he worked to better fire protection for rural areas of the County.
I am the fourth of five children. My older brothers, Frank and Rob, and myself, all work with our family businesses of ranching and farming.
My sisters Diana and Dorothy both went into Education. Diana worked for the Lander Schools and the State of Wyoming until she retired.
We had also a roustabout service in the oil and gas fields around Lysite and Lost Cabin. We were able to expand into farming in 1981 and purchased an irrigated farm in Hidden Valley. For many years we leased a sheep ranch east of Riverton. My parents took care of the sheep and herders and trailed the sheep to South Pass for the Summer. I helped them and we all grew to love the South Pass area. I moved to Hidden Valley in 1994 and helped with feeding the livestock and raising feed.
In 1992, Frank was elected Representative to Fremont County House District 34. His distinguished legislative career included service on several select committees including, Water, Tribal Relations, and School Capitol Construction. He also served on Education, the Agriculture and Natural Resources, Travel, Recreation and Wildlife Committees, but he became most well-known for his work on the House Appropriations Committee, where he served from 1999-2010, and as Chair of that committee from 2005-2010. He was proud of all the bills he introduced and was able to get passed, in particular, a bill funding a litigation account allowing the state to assist counties with legal fees when necessary to deal with federal natural resource issues, an above ground storage tank law that gave local businesses more time to comply with DEQ regulations; and several budget amendments to assist Wyoming Public Television with digital conversion and expansion of coverage throughout Wyoming.
Frank’s service to the agricultural community was recognized in 2007, when he was inducted into the Wyoming Agricultural Hall of Fame; he also received the Wyoming Farm Bureau Distinguished Service Award in 2008, and the USDA honor award for service to agriculture. Frank also believed it was important to “give back” to your community, and was active in the Wyoming Wool Growers Assn., the National Grazing Steering Committee and many other organizations. Frank served for 18 years until his health declined in 2010. He passed away in 2015.
